Eldersburg Commons is a $50 million redevelopment project transforming the former Carrolltown Center into a new shopping hub for Eldersburg.


The center will be a completely new retail destination using contemporary designs to create a people-friendly atmosphere with tree-lined sidewalks, new retailers and restaurants offering outdoor dining, community gathering spaces, and accessible parking.


The total redevelopment will be 290,000 square feet, which is approximately 40,000 square feet smaller than Carrolltown Center, and will be anchored by a Walmart Supercenter.


Economic Impact:


    Eldersburg Commons is more than an attractive redevelopment project that will bring new, desired retailers and restaurants to the area. It will also offer great economic benefits to the community.


The development and construction phase of the project is expected to create 221 construction jobs in Carroll County and permanently support nearly 634 new jobs. Eldersburg Commons is also projected to generate more than $500,000 in new revenues and taxes annually for Carroll County and $6 million in the next decade.


Environmentally Focused:


Black Oak is focused on sustainability and Eldersburg Commons will continue to push the company's efforts forward. A few of the sustainability items being pursued for this project include: regional and on-site storm water management, LED site lighting, electric vehicle charging stations, highly efficient buildings, and rooftop solar power generation.


The Walmart Supercenter will also have energy-efficient technologies to reduce water consumption and minimize waste.
